23. Wells, Water, and Sewer. All residences must be modern with approved sewer and water facilities, and shall be approved by the District Health Unit or other public agencies having jurisdiction to act in regard to sewer and water facilities. No individual water supply system shall be permitted unless no other water supply system is available. All lavatories and toilets shall be built indoors and connected with outside septic tanks or cesspool, if a sewer line is not available. When a sewer line is laid in any street or roadway on which a respective lot abuts or across the lot, the owner of said lot shall establish connection with said sewer system without delay and thereafter to make use of the same to the exclusion of all latrines, cesspools, or septic tanks.
